The Intelligent Council

From service machine to adaptive organism

Start the transition from a siloed, operational council model toward a more collaborative and adaptive approach—one that is better equipped to navigate growing disruption and shifting political dynamics.

Overview

The workshop focuses on five leadership challenges:

  • Organisational resilience in the face of increasing uncertainty

  • Ownership of solutions within the leadership team

  • Increasing ambition beyond statutory delivery

  • Improving cross-department collaboration

  • Developing awareness of the wider systems affecting the district.

The session blends short conceptual framing with highly interactive exercises to encourage reflection and collective problem-solving.

The workshop builds on the following service framework:

  • Level 1 – Statutory delivery

  • Level 2 – Tuned statutory delivery

  • Level 3 – Adapting to disruption

  • Level 4 – Shaping the future.

Approach

There are several:

  • Short interactive framing sessions to encourage new ways of thinking about public sector leadership and organisational design

  • Group and individual exercises to enable leaders to develop a visceral sense of the workshop content.

Groups will be structured so that your leadership team are not sitting with their direct reports. Ideally, each team will comprise individuals from different departments.

Duration

The workshop is of 3 hours duration.

Outcomes

You and your leaders will develop a deepened sense of:

  • Operating as a collective team focused on shared outcomes.

  • Decentralising decision making, lessening decision escalation

  • The connection between strategy and execution

  • How to detect and prepare for upcoming disruptions and their impact on the Council.

Why this matters now

In a more stable world, misalignment between leadership layers could be absorbed. In today’s environment, it becomes a critical vulnerability.

Speed, coherence and adaptiveness depend on how well your leadership system works as a unit.

Next steps

‘Council future readiness’ starts at the top.

Start by strengthening how your leadership system operates, not just how individuals perform.
