On cognition

Abstract
Organisational cognition is how an organisation senses, interprets, decides, acts and learns. As the operating environment becomes more uncertain and volatile, this capability becomes increasingly important.
Cognition exists at multiple levels, from the individual to the collective. Within organisations, it is distributed across people, processes, data, technologies and increasingly AI. Understanding how this cognitive capability works is a necessary precursor to understanding organisational intelligence.
What is cognition?
Broadly, living systems survive because they can sense and respond to their environment in ways that support their continued viability. More complex living systems exhibit increasingly sophisticated forms of cognition.
Cognition can therefore be understood as the set of processes through which a living system senses what is happening, makes sense of it, decides how to respond and acts accordingly. Learning shapes this process over time by improving how the system senses, interprets and responds.
For simplicity, cognition can be expressed as a system’s capacity to:

Sensemaking and learning sit within and around this cycle. What we already know influences what we notice and how we interpret it, whilst the consequences of our actions shape future decisions. Cognition is therefore cyclical rather than linear.
Cognition is not the same as intelligence
Cognition can be thought of as the machinery and processes through which a system senses, decides and acts. Intelligence is the extent to which that cognitive machinery operates effectively.
Two gazelles may possess similar cognitive capabilities, but one may use those capabilities more effectively than the other — sensing danger sooner, interpreting signals more accurately and choosing a better response. In that sense, it behaves more intelligently, increasing its chances of survival. Cognition provides the capability. Intelligence describes the quality of its application.
Cognition and data
Data has limited value without context or interpretation. Our cognitive system acquires data through our senses and interprets it, turning it into information that has meaning and utility. That information can then be integrated with what we already know, becoming knowledge. When knowledge is applied with sound judgement and sensitivity to context, it becomes wisdom.
That wisdom, in turn, influences what we pay attention to, how we interpret new signals and how we respond. The process is therefore recursive. Existing knowledge shapes what we notice, whilst new experience updates what we know.
The quality of our sensing, decision-making and ability to learn from the consequences of our actions determines how effectively this cognitive cycle operates.
From individual cognition to organisational cognition
Cognition can scale from the individual to the collective. Tribes are a useful example. Collectively, their members sense what is happening around them, interpret threats and opportunities, make decisions and coordinate action in ways that protect the group.
Organisations do much the same. People throughout an organisation are continuously sensing customers, competitors, technologies, operational conditions and other signals. They interpret what they observe, make decisions and take action.
In this sense, organisational cognition is inherently distributed. Yet in many traditional organisations, formal cognition became highly centralised. Information flowed upwards, interpretation and decision-making were concentrated among a relatively small leadership group, and authority to act often resided on the top floor of the head office.
The signals gathered across the organisation therefore had to pass through several layers of management before reaching those empowered to interpret them and decide what to do. At each stage, information could be delayed, simplified, filtered or ‘massaged’.
The resulting leadership model of reality was therefore often incomplete or distorted. This mattered less in a relatively stable and predictable environment, where organisations had more time to gather information, deliberate and respond. As disruption accelerates, however, the consequences of operating with a delayed or distorted picture of reality become much more serious.
What is a system of cognition?
As the ability to Sense–Decide–Act becomes more central to organisational performance, cognition needs to be considered as a system rather than as a series of isolated activities.
An organisation’s system of cognition comprises the people, data, technologies, processes and decision mechanisms through which it senses what is happening, makes sense of it, decides what to do and coordinates action. Conceptually, it can be thought of as the organisation’s nervous system.
In practice, however, most organisations do not possess one neatly integrated cognitive system. They have accumulated multiple cognitive capabilities over time within functions, teams, technologies and processes.
The challenge is therefore not simply to create more cognition, but to understand how these different cognitive elements contribute to the organisation’s overall ability to Sense–Decide–Act.
Humans and AI in the cognitive system
Humans remain central to organisational cognition. Human creativity, judgement, contextual understanding and ability to deal with ambiguity are particularly valuable when organisations face genuinely novel situations.
AI, meanwhile, can strengthen sensing, analysis, decision support and execution. It can process signals at scale and at a speed more commensurate with the pace of the external environment.
The most capable organisational cognitive systems are therefore likely to combine human and machine capabilities rather than rely exclusively on either.
AI is best viewed as an augmentation layer within the cognitive system: extending human capability whilst operating within appropriate governance and oversight.
Why cognition matters
In a relatively predictable world, organisations could rely heavily on established processes, planning cycles and hierarchical decision-making. As disruption increases, the ability to Sense–Decide–Act in response to novel situations becomes far more important.
Organisations need to detect relevant signals earlier, interpret them more accurately, decide more quickly and learn more effectively from the consequences of their actions. This makes cognition increasingly central to organisational viability. But having cognitive capability is not enough. The next question is how effectively the organisation’s distributed cognitive elements work together. That is where cognition becomes organisational intelligence.
